California Governor Gavin Newsom inked two new laws on Thursday that give further rights for victims of sexual assault and misconduct. Both bills — one diving”stealthing” and the other conjugal rape — were introduced by Popular Assemblywoman Cristina Garcia, who has been working on the laws for times.

The first law, AB 453, makes it a civil sexual battery offense for someone to engage in stealthing, or removing a condom during coitus without verbal concurrence from their mate. The state is the first in the country to enjoin the act, according to the Associated Press.

Under the new law, which Garcia has been championing since 2017, victims of stealthing can sue the person who commits the violation for damages and relief.
“Sexual assaults, especially those on women of color, are constantly swept under the hairpiece,” Garcia said in a statement.”. It’s disgusting that there are online communities that defend and encourage stealthing and give advice on how to get down with removing the condom without the concurrence of their mate.”

Newsom’s office refocused on a 2017 Yale study that plants both men and women have been the victim of stealthing. The experimenters plant that along with victims being fearful of having gotten a sexually transmitted infection or an unwanted gestation, they also described the experience as a”disempowering, slighting violation of a sexual agreement.”

The alternate law, AB 1171, eliminates a being provision that doesn’t admit conjugal rape as the same as non-spousal rape. Conjugal rape is illegal in every state, but California is one of nine countries that discerned it from non-spousal rape.
